The Government of Karnataka has made it mandatory for all state government employees to mark their attendance through the Karnataka Attendance Management System by 10 AM each working day, in a move aimed at improving punctuality and accountability across departments.
The system is integrated with geo-location technology to confirm that employees physically report to their designated workplaces before logging in. The geo-coordinate feature is designed to prevent staff from registering attendance remotely and to strengthen monitoring of office presence.
A circular from the Planning Manager of the HRMS under the Finance Department has instructed heads of departments and drawing and disbursing officers to verify the geographical coordinates of their offices. Group B officers and officials in higher positions have been tasked with validating office location details, which will then be uploaded to the HRMS platform.
The attendance feature has been built into the Kartavya mobile application, which employees must download and use to mark attendance from their assigned office locations before the deadline.
Officials said the mechanism addresses gaps in the earlier biometric system. In several offices, biometric devices had reportedly become ineffective due to operational issues or alleged misuse, making timely attendance hard to enforce. The geo-tagged system is expected to provide real-time verification of presence. It was first piloted in the Health Department before the statewide rollout.
Chief Secretary Shalini Rajneesh has directed all employees, including senior officials, to be present by 10 AM and register through the Kartavya app, cautioning that reports will identify those who fail to comply.
The push on punctuality follows Chief Minister DK Shivakumar’s early emphasis on government staff reporting to work on time and maintaining discipline in public service delivery.
