The Employees’ Provident Fund Organisation’s six-month amnesty window for employers to enrol left-out workers closes on April 30, 2026, leaving establishments across India a final two-day runway to file declarations under the Employees’ Enrolment Campaign 2025.

The campaign, launched by the Ministry of Labour and Employment on November 1, 2025, allows employers to declare any employee who joined between July 1, 2017 and October 31, 2025, but was never registered under the EPF and Miscellaneous Provisions Act, 1952.

Until April 30, employers can regularise such hires by paying a one-time lump-sum penal damage of ₹100 per establishment that covers all three schemes: EPF, EPS, and EDLI. The employee’s share is waived if it was never deducted from wages, and EPFO has committed to no suo motu compliance action against participating employers.

“The employer can declare an employee who is alive and working with them since 01.07.2017 till 31.10.2025, but who could not be enrolled as a member of EPF due to any reason,” EPFO states on its official portal. “In such cases, if the employee share has not been deducted, it stands waived, and only a nominal penal damages fee of ₹100 per establishment will apply.”

What changes on May 1 is the cost of getting it wrong. Once the window closes, EPFO returns to standard enforcement under the EPF Act, including full penal damages under Section 14B, which can reach up to 25% of arrears, interest at 12% per annum under Section 7Q, possible prosecution under Section 14 for willful default, and in severe cases, attachment of bank accounts and property.

Declarations must be filed online through the EPFO employer portal at epfindia.gov.in, linked to an Electronic Challan-cum-Return via a Temporary Return Reference Number. Each establishment is allowed only one declaration. Employers participating in the campaign also become eligible for incentives under the Pradhan Mantri Viksit Bharat Rozgar Yojana.
