Every November, HR teams across Indian companies field the same calls from ex-employees. A pension wasn’t credited. A bank rejected a form. A relative of a deceased pensioner wants to know what to do next. Most of it traces back to one annual document: the life certificate, or Jeevan Pramaan, that proves a pensioner is alive and entitled to keep drawing a monthly payment.

The private-sector angle is often overlooked because public discourse centres on government pensioners. Yet the EPFO-administered Employees’ Pension Scheme (EPS-95) alone has more than 85 lakh pensioners, mostly ex-private-sector employees, and the universe grows further once NPS annuitants and superannuation-trust beneficiaries are added. HR has a role in each.

What a Life Certificate Is and Who Needs One

A life certificate is a periodic confirmation that a pensioner is still alive, submitted to whichever body disburses their pension. Without it, pension payments stop. The traditional form is a physical certificate attested by a bank manager or gazetted officer.

The digital equivalent, Jeevan Pramaan, is an Aadhaar-based biometric certificate launched by the Government of India in 2014 and extended to smartphone-based Face Authentication from 29 November 2021.

Private-sector retirees aren’t a single group. They draw retirement income from different sources, each with its own disbursing agency and its own life-certificate workflow.

Which Private-Sector Retirees Need a Life Certificate

Each pot sits with a different regulator, so submission rules, timing and acceptable channels vary. HR teams dealing with retirees across these pots can’t apply one playbook to all of them.

EPS-95 Pensioners (Ex-EPF Members)

EPS-95, the largest group, covers EPF members with at least ten years of eligible service. The Ministry of Labour and Employment confirms the scheme pays monthly pensions on superannuation, early-pension cases from age 50, and to family members on death or disability. Until 2019, EPS-95 pensioners had to submit a life certificate in November each year.

EPFO switched to a rolling 12-month cycle: a certificate stays valid for a year from the date of the last submission, so November isn’t a hard deadline here. Pension payments pause the month after validity lapses. The TPB primer on the employee pension scheme sets out eligibility and benefit types for HR teams briefing retirees.

NPS Annuitants Buying from an ASP

NPS subscribers, including corporate-NPS employees, must use at least 40% of their accumulated corpus at exit to buy an immediate annuity from one of the Annuity Service Providers (ASPs) empanelled by PFRDA. The ASPs are life insurers regulated by IRDAI, including LIC, HDFC Life, SBI Life, ICICI Prudential and Max Life.

Insurers take an annual survival certificate because annuity payouts stop at death, and IRDAI has advised them to accept Jeevan Pramaan for this purpose. The timing is anniversary-based and tied to the policy date rather than any universal November window.

Superannuation and Group Pension Beneficiaries

Many large Indian employers (TCS, Infosys, Reliance, Tata Group companies, HUL, ITC and L&T) run superannuation trusts administered by LIC’s Group Superannuation Scheme or by private insurers.

Retired beneficiaries draw an annuity from the insurer and must submit an annual life certificate. Jeevan Pramaan accepts digital certificates for these too, but adoption is patchy, and many trusts still rely on signed physical forms countersigned by a bank, which lands in HR’s inbox.

How Submission Actually Works

The channels have expanded well beyond the branch counter visit of a decade ago. For DLC Campaign 4.0 in November 2025, the Department of Pension and Pensioners’ Welfare and India Post Payments Bank set a 2-crore DLC target and deployed 1.8 lakh postmen and Gramin Dak Sewaks for doorstep service. A pensioner may use whichever option works in a given year.

Not every disbursing agency processes a Jeevan Pramaan ID in real time, so a pensioner who generates a DLC in week one of November may still see their bank credit the account only after 48 to 72 hours. HR should set expectations accordingly.

What HR Should Actually Do

A functional role here looks less like compliance and more like a service HR extends to people who no longer sit on the payroll. The highest-impact interventions sit at the final-settlement conversation, the annual communication cycle, record hygiene, and support for the hardest cases.

  • Pre-retirement briefing: Build a 15-minute slot into the exit flow for anyone retiring with an EPS-95 or NPS entitlement, covering the life-certificate cycle, the Pramaan ID, and the pensioner-side login on jeevanpramaan.gov.in. TPB’s explainer on what happens to PF when an employee changes jobs covers the transfer piece. The retirement piece belongs in the same briefing.
  • Annual nudge: A dated email or SMS to retiree records in October, flagging the November window for superannuation and the rolling anniversary for EPS-95, cuts missed-submission calls materially. Companies with 500+ living pensioners should maintain a dedicated list.
  • Records hygiene: Aadhaar-mobile linkage, PPO numbers and current contact details must stay accurate on both the EPFO member portal and the superannuation trust’s records. Mismatches between the Aadhaar name and the PPO name are the most common cause of rejection.
  • Hardest-case support: Super senior pensioners (80+), those with limited mobility, and spouses of deceased retirees drawing family pension need a named HR contact and a direct phone line rather than a shared grievance mailbox.

If retiree-benefit admin can be absorbed into the existing PF, ESI, PT, and TDS payroll compliance workflow, governance stays tight without a parallel process.

In the End…

Life certificates are the one piece of post-employment admin where silence from HR has an immediate financial consequence for an ex-employee, and the private sector carries far more of this weight than the public conversation suggests. Companies that treat the pensioner community as a continuing stakeholder (a short October mailer, a named point of contact, a working link to the Jeevan Pramaan portal on the alumni microsite, and a shortlist of ASPs for retiring NPS employees) take real friction out of retirees’ lives.

The infrastructure already exists through DLC Campaign 4.0, Face Authentication and the IPPB doorstep network. What’s often missing is the private employer treating retirees as a group worth remembering past the exit interview.

FAQs

What is a life certificate?

A periodic confirmation that a pensioner is still alive, submitted to the body disbursing their pension. Without it, monthly payments stop. The digital equivalent, Jeevan Pramaan, is an Aadhaar-based biometric certificate launched in 2014 and extended to smartphone Face Authentication in 2021.

Who in the private sector needs to submit a life certificate?

Three main groups: EPS-95 pensioners drawing a monthly pension from EPFO, NPS annuitants receiving payouts from an empanelled ASP, and superannuation or group pension beneficiaries drawing from an insurer. Each has its own disbursing agency and submission rules.

When must a life certificate be submitted?

EPS-95 runs on a rolling 12-month cycle, so validity depends on the last submission date. NPS annuities follow the policy anniversary. Superannuation payouts typically require a November submission, with pensioners aged 80 and above allowed an early window from 1 October.

How can pensioners submit a life certificate?

Options include the Jeevan Pramaan app with Face Authentication, a biometric device at a bank branch or Common Service Centre, India Post Payments Bank doorstep service, or a physical certificate attested by a bank manager. The choice depends on mobility, Aadhaar linkage and device access.

What happens if a life certificate is not submitted on time?

Pension payments pause the month after validity lapses. Resumption requires a fresh submission and, in some cases, reactivation by the disbursing agency. Arrears are generally released once the certificate is accepted, though timelines vary by agency.

What role should HR play for retirees?

Four interventions matter: a pre-retirement briefing covering the life-certificate cycle, an annual October nudge to retiree records, Aadhaar-mobile and PPO data hygiene, and a named contact for super senior pensioners, housebound retirees and family-pension cases.
