India’s nuclear power sector is confronting a mounting workforce shortage even as the government sets an ambitious target of 100 GW of nuclear capacity by 2047, up sharply from the current 8.8 GW. Meeting the goal will require an estimated ₹17.5 lakh crore (roughly $210 billion) in investment, along with a specialised talent pipeline that doesn’t yet exist at scale.
“Only a handful of premier institutions in India currently offer nuclear-focused academic programs,” said Kalirajan S, Managing Director of EDF Nuclear Projects India, warning that the talent gap could widen as new projects break ground across the country.
Financing adds another hurdle. Abhay Karandikar of NITI Aayog noted that nuclear investments aren’t currently included in India’s sovereign green bond framework or other key green-financing mechanisms, limiting capital flow into the sector.
In response, NITI Aayog has set up a committee to map out strategies for building nuclear expertise across technician, engineer, and R&D roles. India opened its nuclear sector to private players last year to draw in foreign and domestic investment, and France’s EDF has begun vendor certification programmes aimed at strengthening the local supply chain. The World Bank is also exploring mechanisms to support nuclear investment as part of broader low-carbon energy strategies.
Experts say the sector’s success will hinge on three parallel tracks: financing reforms, workforce development, and international collaboration — with specialised courses, certifications, and training pathways needing to be in place well before new capacity comes online.
