Uttar Pradesh has set a target of attracting nearly 10% of all new Global Capability Centres (GCCs) established in India, unveiling a roadmap to position itself as a national hub for technology, innovation and high-value employment at the GCC Summit 2026 in Noida.
Alok Kumar, Principal Secretary, Department of IT and Electronics, Government of Uttar Pradesh, announced the goal while addressing industry leaders and global enterprises at the summit. “India is witnessing rapid growth in Global Capability Centres, and Uttar Pradesh is determined to attract nearly 10 per cent of all new GCCs established in the country,” he said, adding that the state aims to let global enterprises scale with confidence while generating high-quality employment.
Kumar noted that GCCs have moved well beyond their origins as back-office operations, evolving into global hubs for artificial intelligence, engineering, research and development, product innovation and enterprise decision-making. He framed the GCC push as part of the state’s broader ambition to become a US$1 trillion economy.
To anchor the plan, the state will set up a high-level GCC Advisory Board drawing members from government, industry, academia, Invest UP and development authorities. The board is intended to drive policy reforms, improve coordination across departments and speed up investor decision-making. The government also pointed to continued refinement of its IT and ITeS Policy, expansion of data centre infrastructure, and the development of Deep Tech Hubs and U-Hubs alongside industry-aligned skilling.
Beyond Noida and Greater Noida, which already host a technology GCC cluster in Gautam Buddha Nagar, the state plans to develop Lucknow, Varanasi, Agra, Prayagraj and Bundelkhand as future GCC destinations. The approach builds on the Uttar Pradesh Global Capability Centres Policy 2024, notified in May 2025, which offers land and stamp-duty incentives, capital subsidies and support for fresher recruitment tied to state domicile.
The target is ambitious against a fast-expanding national base. India hosted close to 1,800 GCCs as of FY2025, contributing an estimated USD 68 billion to the economy, a figure projected to reach USD 100 billion by 2030. Industry estimates suggest the count could climb to between 2,100 and 2,200 centres by 2030.
