PESB Recommends Pushp Kumar Nayar As Bharat Petroleum’s HR DirectorThe Public Enterprises Selection Board (PESB) has recommended Pushp Kumar Nayar for the position of Director (Human Resources) at Bharat Petroleum Corporation Limited (BPCL), marking an important leadership development at the state-run energy company.

The appointment will take effect subject to approval from the Appointments Committee of the Cabinet (ACC).

If appointed, he will be responsible for overseeing workforce policies, industrial relations, leadership development, succession planning, and performance management across BPCL’s nationwide operations. 

The role will also include responsibility for talent acquisition, diversity initiatives, and long-term human capital strategy.

Nayar currently serves as Executive Director (HRD) at BPCL, and his proposed elevation reflects leadership continuity as the organisation navigates expansion initiatives, digital transformation, and evolving dynamics within the energy sector.

The selection process included candidates from multiple public sector entities, including Indian Oil Corporation Limited, GAIL (India) Limited, NTPC Limited, Grid Controller of India Limited, and the Ministry of Railways, among others. Nayar was selected after a competitive evaluation conducted by the PESB.

BPCL, a Schedule ‘A’ Maharatna Central Public Sector Enterprise, operates across refining, marketing, and distribution of petroleum products while expanding into cleaner energy segments. Strengthened HR leadership is seen as critical as the company manages organisational scale and capability during this transition.

Nayar brings extensive experience in human resource development, organisational strategy, and workforce transformation, having handled multiple HR portfolios within BPCL. His familiarity with the company’s institutional framework is expected to support continuity in policy execution at the board level.
