In a bid to boost local employment, the Maharashtra government has decided to reserve 70% of jobs in the District Central Cooperative Banks (DCCBs) for candidates domiciled in the respective districts.
A government resolution (GR) issued on October 31, 2025, stated that “70% of the posts should be reserved for domicile candidates of the respective districts.” The remaining 30%, as per the GR, will be open to candidates from outside the district. In case any suitable out-of-district candidates are not available, the reserved seats can also be filled by local candidates.
This directive, as per the GR, is also applicable to banks that have already issued recruiting announcements before the release of the GR.
Additionally, the Maharashtra government has decided that all future hirings for DCCBs in the state will only happen through the Institute of Banking Personnel Selection (IBPS), TCS-iON (Tata Consultancy Services), or Maharashtra Knowledge Corporation Ltd (MKCL). This move, as per the administration, aims to ensure transparency and fairness in the process and to boost public confidence.
As per the GR, DCCBs must conduct their recruitment exclusively through one of the three approved institutions through the online process. Once a recruitment agency is selected, the work cannot be subcontracted to any other organisation.
The decision comes after several complaints were received against certain agencies previously empanelled by the Commissioner and Registrar of Cooperative Societies, Pune, for conducting online recruitment for cooperative banks. As such, the state government disbanded the existing panel of seven authorised recruitment agencies.
