Citi has appointed Dr. Tooba Modassir as Chief Human Resources Officer for India and the Indian subcontinent.

Her track record of driving transformative initiatives, combined with her passion for people development, will help us effectively leverage our promising and dynamic talent base in the region,” said K Balasubramanian, Chief Executive Officer (CEO) of Citi India, and banking head of the Indian subcontinent.
In this new role, Modassir will be working closely with Arun Mirchandani, Managing Director, Asia South Cluster and Banking HR Head at Citi. Mirchandani has also expressed his happiness with Modassir, stating that the move “reflects our commitment to nurturing leaders who bring a blend of strategic vision, execution excellence, and deep understanding of people priorities. We look forward to her leadership in advancing our growth-oriented HR programmes in the Indian Subcontinent.”
Modassir has been a part of Citi for well over 16 years. She joined the company in October 2008 as HR Business Partner- Consumer Banking. In September 2011, Modassir became Assistant Vice President – HR Business Partner, Citi Investment Bank, Global Markets and Private Banking. This was followed by her appointment as Vice President- Lead, Human Resources Strategy in July 2013.
In April 2016, Modassir became the Head of Talent, Performance Management, OD, Diversity at Citi India. Only a year later, in April 2017, she was assigned as Digital Learning and Engagement Lead for Asia Pacific. In July 2018, Modassir started working as Senior Vice President, Head of Learning and Development, Talent Management and Diversity, Citi India Common Service Centres and HR Advisor for South Asia, retaining the responsibilities until October 2021.
Starting in May 2020, Modassir was also appointed as Senior Vice President and Head of Performance and Talent Management, Diversity and Inclusion for Citi South Asia, and she held this position until October 2021. In September 2021, she became Senior Vice President and Head of Learning, Performance and Talent Management and DEI for Citi South Asia. It was in November 2022 that Modassir was appointed as Director, Chief Human Resources Officer for Citi Malaysia.
Modassir completed her Doctor of Philosophy (Ph.D) from Goa University in Human Resources Development. She also has a Master of Business Administration (MBA) Human Resources Management/Personnel Administration from the Goa Institute of Management (GIM).
