Centre Launches Digital Service Books for Public Sector Employees to Streamline HR Processes

In a move to simplify and modernize HR processes, the central government has introduced Digital Service Books for all public sector employees. This transition from traditional paper files to digital records allows staff to easily access essential information such as leave balances, career history, and transfer details—through secure online portals and mobile apps.

With this new system, employees can view, download, and share their service records anytime, reducing the need for in-person HR visits. Tasks like applying for loans, managing pension documentation, or initiating transfers can now be handled conveniently from their desks or homes.

Previously, these records were maintained in paper format, which often led to challenges in data security, tracking, and transfer. To address these issues, the government has now opted for a fully digital system. Information will be securely stored on the e-HRMS 2.0 portal and can be accessed anytime, from anywhere. The e-HRMS 2.0 is a comprehensive online platform offering end-to-end HR services for government employees. This new shift will not only enhance convenience for employees but also improve efficiency and speed for departmental operations. The digital format is now formally acknowledged as the primary and legally valid record of service.

The Department of Personnel and Training (DoPT) has directed all ministries and departments to:

  • Promptly digitize the service books of all employees by logging into the e-HRMS 2.0 portal.
  • Thoroughly verify and update the information.
  • Phase out physical service books once the digitization process is complete.
  • Officially adopt the e-service book as the primary record.

This transition supports the ‘Digital India’ initiative while enhancing transparency, accountability, and efficiency across government services.
