The Ministry of Railways has notified the rules for implementing the Unified Pension Scheme (UPS) for railway employees covered under the National Pension System (NPS), setting the assured monthly pension floor at ₹10,000 after 10 years of qualifying service.

The Railway Services (Implementation of Unified Pension Scheme under National Pension System) Rules, 2026 were signed by the Railway Board as G.S.R. 827(E) on 16 September 2026 and published in the Gazette of India (Extraordinary) on 21 September 2026. The Ministry then notified the operative framework on 23 September 2026.

Coverage extends to railway servants appointed substantively to railway services and posts on or after 1 January 2004 who opt for the UPS under the NPS. Casual and daily-rated workers, contract staff, staff paid from contingencies, and employees governed by separate statutory or constitutional pension provisions are outside the scheme’s ambit.

Under the framework, an employee completing 10 years of qualifying service becomes entitled to a minimum assured payout of ₹10,000 a month, while a full assured pension is payable on completion of 25 years of qualifying service. Employees with between 10 and 25 years of service will receive an assured pension on a proportionate basis. Voluntary retirement is permitted after 20 years of service.

Eligible subscribers will contribute 10% of basic pay plus dearness allowance every month to their individual UPS account, with the Railways matching that contribution at 10%. The rules also give subscribers a one-time option to switch back to the NPS during their service.

The UPS was rolled out by the Centre from 1 April 2025 as an alternative under the NPS framework, and various government departments have been adopting it in phases. The Railways employ over 12 lakh workers, one of the largest workforces under any single central government employer, which makes the operationalisation a significant test of the scheme’s administrative machinery.
